Pine Labs are run by Professor Pine and his Noctowl-daemon, Telepa. They keep things fairly organised, and the building looks quite welcoming and Pokemon-friendly from the outside. It's also where the PC Pokemon go; they can be seen frolicing happily in the hundreds of acres of land, filled with various terrains.
If you're coming for your starter, then remember that shiny Pokemon are a rarity above the one they normally are. Therefore, if you have say, a Rare rating, if you wanted a Caterpie (Very Common) you could ask for a shiny.
But if you didn't get the rating you wanted, don't worry! You can improve your profile! And even if you didn't get a Rare rating, anyone at all can choose one of the three Enera region starters if they want!
