Yeah, a lot of people don't seem to be limiting themselves.
1) When you create a character, you'll need at least one paragraph for Appearance and Personality, and at least two for the History. If you write more, that's good, and if it's good quality and gives a good deal of detail, that's better.
2) Don't steal pictures without giving credit to the artist. Even then, it's good to get permission from them.
3) Anyone who just uses a picture for their Appearance section will not be accepted. A picture you Googled from somewhere isn't going to be your character, is it?
4) No perfect characters. Everyone has a weakness, however small. Nobody's perfect.
5) No legendary Pokémorphs.
